What the CII Credential Represents
The Certified Investigative Interviewer (CII) is an independently assessed professional credential in evidence-based interviewing methodology. It provides a standardised, examination-based benchmark for practitioners who conduct structured investigative interviews in professional contexts — covering the full range of interview subjects including witnesses, victims, and individuals under investigation.
The CII framework is grounded in peer-reviewed research on cognitive interviewing, memory science, rapport-based approaches, and compliance. GIB’s assessment standards are designed to evaluate not only technical interview knowledge, but the capacity to apply it within documented ethical, legal, and professional practice frameworks. CII Level Framework
The CII credential is structured across three levels reflecting progressively advanced professional competency in investigative interviewing methodology, case complexity, and knowledge transfer capability. Each level is independently assessed by GIB examination.
- Level I — Practitioner — Entry credential for practitioners who can demonstrate foundational competency in evidence-based interviewing methodology, rapport-building, ethical questioning frameworks, and professional documentation. Covers core cognitive interviewing principles and structured approach to interview planning and conduct within defined professional contexts.
- Level II — Specialist — Advanced credential recognising competency in complex witness management, multi-session interviewing, advanced rapport and resistance management techniques, and professional report writing to evidential standard. Includes integration of interview intelligence within structured decision-support processes and multi-agency or multi-disciplinary contexts.
- Level III — Master Educator — Specialist credential awarded to practitioners who combine advanced investigative interviewing competency with assessed capability in training design, delivery, and practitioner mentoring. Level III holders are eligible to deliver GIB-aligned investigative interview training through Approved Training Organisations and to mentor practitioners at lower credential levels.
Examination Requirements
CII applications are assessed by GIB’s Division II Examination Board. All candidates must satisfy eligibility requirements before their application is accepted for examination.
- Professional experience — Level I requires a minimum of 12 months’ relevant professional experience involving investigative or structured information-gathering interviews. Level II requires 24 months’ substantive applied practice at or above Level I equivalent. Level III requires Level II credential and documented evidence of training or mentoring activity.
- Pre-examination preparation — Candidates are expected to be familiar with GIB’s published competency framework for Division II. Preparation through a GIB Approved Training Organisation is not mandatory but is strongly recommended. A candidate handbook is available from the Admissions office.
- Written examination + scenario assessment — All levels include a proctored written examination covering evidence-based interviewing methodology, ethical application, legal frameworks, and documentation standards. All levels additionally include a role-play or scenario-based assessment component evaluating applied interview conduct.
- Agreement to Code of Ethics — All candidates are required to formally agree to the GIB Code of Ethics and credential holder agreement prior to certification. Credential holders are subject to GIB’s disciplinary framework.
- Continuing professional development — Credentials are renewed every two years. Renewal requires demonstration of continuing professional development activity relevant to investigative interviewing practice and payment of the renewal fee.
The Certification Process
CII examinations are administered by GIB’s Division II Examination Board. The process from application to credentialing follows the standard GIB examination pathway.
Scope: The CII credential does not confer law enforcement powers, legal authority to detain or compel cooperation, or standing in criminal proceedings. Practitioners are required to operate within applicable legal frameworks at all times.
