Governance Transparency
This page provides public information about the governance structure of the Global Institute of Behavior, including the composition and responsibilities of the Board of Governors, the Scientific Advisory Council, standing committees, and publicly available governance documents.
Board of Governors
The Board of Governors is the primary governance body of the Global Institute of Behavior. It is responsible for the strategic direction of the Institute, approval of institutional policy, and oversight of the certification and examination framework.
The Board is composed of individuals with backgrounds in behavioral science, professional education, organizational governance, and ethics. Members are appointed for defined terms and are required to disclose material conflicts of interest.
The Executive Director attends Board meetings in an operational capacity and does not hold a vote on matters relating to certification standards, disciplinary decisions, or governance policy.

Scientific Advisory Council
The Scientific Advisory Council (SAC) provides independent technical guidance to the Board on matters of scientific and academic relevance to GIB's examination standards and credentialing framework. Council members are drawn from behavioral science, psychology, investigative methodology, and related disciplines.
The SAC reviews examination standards for scientific currency, advises on emerging research relevant to credentialed competencies, and provides guidance on the ethical application of behavioral science methodologies. SAC recommendations are formal inputs to the standards development and review process; final decisions rest with the Board.

Standing Committees
- Standards & Assessment Committee — Responsible for developing, maintaining, and reviewing competency frameworks and examination instruments. Reports recommendations to the Board.
- Ethics & Professional Conduct Committee — Receives and investigates complaints regarding breaches of the Code of Ethics, recommends sanctions, and advises the Board on disciplinary decisions.
- Finance & Audit Committee — Oversees financial management, annual accounts, and institutional audit processes. Ensures financial accountability to governance standards.
Conflict of Interest Policy
All Board members, committee members, and SAC members are required to:
- Disclose any financial, professional, or personal interest that may conflict with their institutional duties at the point of appointment and on an annual basis thereafter
- Declare any specific conflict prior to any meeting or decision in which that conflict is relevant
- Recuse themselves from discussions and votes where a declared conflict applies
No Board member may hold a financial interest in, or serve in a directorial capacity with, any organization approved as a GIB training provider while serving on the Board.
A summary of declared conflicts of interest for the current governance year will be published on this page annually.

Scope-of-Practice and Independence Statement
GIB credentials are professional development qualifications issued by an independent certifying body. The Institute is not a government agency and does not hold accreditation from any government authority. GIB certifications are not accredited by, affiliated with, or recognized by any government agency, military branch, law enforcement authority, or intelligence body, and do not confer government authority, security clearance, or operational authorization.
No behavioral observation method has been established as a reliable independent indicator of deception. GIB credential holders must not represent their qualifications as providing the ability to definitively detect lies or determine intent from behavioral cues.
